The Garaboncias

Character concept for my personal project. Garabonciás are wizards in Hungarian folklore who learn their magic in a secret school. 13 of them study together, and when their school years are over, they all have to sit on the "Wheel of Fortune", and the first one who falls down dies - the other twelve receive magic. They are most famous for is summoning storms and riding wyverns. They can tame dragons that live in the lakes and rivers, saddle them, and fly on their back across the sky, hidden in stormclouds. They are mostly associated with bad weather because as wandering beggars they travel from town to town, and if they don't get what they need, they cast heavy rain on the whole village. The biggest difference between the garaboncias and the taltos's magic is that the garaboncias can only cast spells from books.
I've decided to add a hat that is their graduation gift which is the source of their magic, but contains a raincloud in it. The constant raining makes them grumpy as hell, and if they ask refugee of the rain (which they cannot escape of) the often get kicked in the butt and sent away. Usually they summon some nasty storms as a sophisticated tool for revenge.
